When are you going to believe you receive what you ask in prayer—when you receive the answer or when you pray?

You should believe you receive when you pray.

@faith20 isn't that what the Bible tells us. 1John5:24. And this is the confidence that we have in Him, if we ask anything according to His will. He hears us and if we know that He hears then we know we have the petition that we desire from Him

@Kruselady Thanks for your clarification. In the post I wrote the emphasis was on "when" as many are inclined to think that faith must manifest itself "when" they receive what they prayed for. Instead, we must have faith "when" we ask, that is, when we pray. Certainly everything that is asked for must necessarily be in the will of God, as it is written in 1 John 5:14 that you have quoted, otherwise we cannot hope to receive what we are asking for.
