In the Masoretic Hebrew text stream a copyist was writing the Hebrew word for “Rejoice” and skipped by mistake in his exemplar to its next occurrence, dropping out the text in between. A Dead Sea Scroll manuscript 4QDeut(q) and the Greek LXX have the text.
