In the Masoretic text 1) a gimel was misread as a waw, changing “kept safe” to “return,” 2) “fulfill” was misread as “destruction” involving a mem-kaph confusion in Paleo-Hebrew, 3) “word” was lost from homoioarcton: ml-ml, 4) “LORD of hosts” was added under the influence of the next verse (cf. Hebrew and LXX Mss),

Romans 9:27-28 “Though the number of the people of [1] Israel are as the sand of the sea, a remnant will be kept safe. 28 For he will fulfill the word and decisively [in righteousness]; For the Lord will carry out [the word decisively] on the earth.”

MT Isaiah 10:22 “For though your people, Israel, are as the sand of the sea, a remnant will [return]. [A destruction] is determined/decisive, overflowing in righteousness. 23 For the Lord [LORD of hosts] will carry out [the destruction] decisively in the midst of all the earth.”

LXX Isaiah 10:22 “For though your people, Israel, are as the sand of the sea, a remnant will [be kept safe]. For he will [fulfill the word] and decisively, overflowing in righteousness. 23 For the [Lord] will carry out [the word] decisively in the midst of the earth.”
