Without God's power it can't be done. Power with no love as a leash is a runaway horse. Love is to build 1 Cor. 8:1. With no power, love can't show achievement. Nehemiah knows each construction has hindrances (Satan, people, life, circumstances). The power to build can be challenged by outside beings and forces. Only the self disciplined, sound mind can steadily navigate when ground conditions are unfavorable. Without self control the work is abandoned as outside forces win.
