Lots of IT companies are currently creating quantum computers. The company I work with has produced a quantum computer with a decent amount of qubits with a small team in under two years.
So I guess anyone with some financial resources and a few experts can build one and it is a matter of years until they will be available on the market.
The question to me seems if there will even be such a big market since the range applications for QC seems rather small to me.
